Description:GENERAL Design, develop, and maintain the Human Development (HD) Directorate corporate web site. Programmer Analyst is needed to develop web site solutions for the Human Directorate and College. The Programmer Analyst is responsible for and assists others in the development of interactive programs such as Web-Based Training (WBT), Computer-Based Training (CBT), websites and is responsible for developing content (program code) in a timely manner within budget. The successful candidate will be working in a collaborative atmosphere with government employees as well as other contractors. The programmer must be able to work on multiple projects simultaneously and have the ability to prioritize requirements. The ability to coordinate tasks, meet established deadlines and communicate effectively is essential.TASK DESCRIPTIONThe Human Development Directorates (HD) mission is providing education and training in geospatial intelligence, leadership, and professional development to employees and global customers. The NGC Provost is HDs agent for inserting new technology into its facilities and managing its websites. It is also the focal point for mission-related on-line training and distributed learning. The contractor will work with organizations throughout HD in creating, developing, and deploying high-quality, dynamic web sitesSpecific duties include:a. Upgrade, modify and improve Human Development Directorate (HD) web sites.b. Advise HD staff and National Geospatial-Intelligence College (NGC) schools on web-based initiatives.c. Design and build web-based products.d. Provide technical advice and assistance regarding web-based media to HD activities and other Agency departments that interface with HD.e. Consult with other members of HD and customers as required on web issues.f. Attend Agency-sponsored forums and working groups that formulate and establish policy and procedures regarding web-based media.g. Create static and animated graphics for web page illustration, navigation, and page layout/organization.h. Program and support software development projects for various customers. i. Work with members of the web site design teamsj. Develop and program interactive computer-based and web-based training courses using the latest development software and methodologies.k. Develop graphic solutions Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.Qualifications:The minimum skills and qualifications are:a. Must possess web authoring skills, including HTML, CSS, Graphic Design, Content Presentation, W3C, and other applicable expertise for developing and maintaining a dynamic Web Page that allows feedback and other appropriate user interaction. b. Possess technical skills in producing dynamic web content using ASP, ColdFusion, PHP, and / or PERL.c. Graphics: Demonstrated knowledge of creating and programming interactive and dynamic applications using Flash MX or above. Proficient in integrating Actionscript 2.0. or higher within Flash applications; demonstrated proficiency in the use of Photoshop, and Fireworks.d. HTML: Demonstrated knowledge of HTML using standard text editors is required, including familiarity with all HTML elements (E.g. tables, frames, targets, anchors, text attributes, style attributes, forms, objects, links, and Met tags.)e. JavaScript: Proven ability to edit, modify, enhance and troubleshoot JavaScript. Understands capabilities and limitations of JavaScript, including differences between Java and JavaScript. Able to develop work-around when JavaScript is not an available option.f. FTP: Demonstrated capability to transfer web files using MS or UNIX command. Proven knowledge of basic FTP commands and shortcuts. Proven knowledge of the difference between transferring text files versus imagery files. Demonstrated understanding of binary file transfer.g. Web files management: Demonstrated capability to access servers using a remote workstation. Can navigate within web server. Demonstrated knowledge on how to change file permissions for directories and individual files.h. Hardware/software knowledge: Proven ability to understand fundamental hardware terminology (bytes, RAM, processing speed, operating system, monitor resolution, 8, 16, or 32 bit) and the differences between various operating systems. Familiar with the operation, capabilities, and limitations of Netscape, MSIE, Acrobat Reader, QuickTime Viewer, MS Media Player, and Real/Player Audio. Working experience with the use of “plugins” and how they can effect development and delivery of web-based media.i. Web-based illustration: Demonstrated knowledge of the types, capabilities and limitations of common web-compatible imagery formats, and what elements are key towards optimizing them for web presentations.j. Web page layout: Demonstrated experience in use of Cascade Style Sheet (CSS), frames and/or tables for accomplishing difficult page layouts via web browsers. Understands fundamentals of designing a good graphical user interface (GUI). Knows how (and when) to incorporate “help” or other user assistance options within web-page designs. Can organize large amounts of information, consolidate or condense key points, and prepare as content for web pages.k. Developing web-based media using skills mentioned abovel. Communication: Presents ideas (written or orally) clearly to support customers during scheduled briefings or other face-to-face meetings.m. PERL: Demonstrated ability to edit, modify, enhance, and troubleshoot PERL scripts.
